What is Lawful Intercept (LI)?

Lawful Intercept (LI) is a legally mandated process that allows government agencies to access private communications data for investigative purposes under the authorization of a court or regulatory body.

In VoIP networks, LI poses a complex but necessary challenge. Unlike traditional telephony, where wiretapping could be performed at a central switch, VoIP’s decentralized and encrypted nature requires more sophisticated interception mechanisms. Carriers and service providers must build systems that can extract call signaling and media data without alerting the target or degrading service quality. 

This often involves specialized interfaces on session border controllers (SBCs), media gateways, and call servers that are compliant with standards like ETSI LI or CALEA (in the U.S.). LI functionality must support real-time capture of call detail records (CDRs), SIP messages, and audio streams, while ensuring secure delivery to the authorized agency. Strict access control, auditing, and reporting mechanisms must be in place to avoid misuse. Compliance with LI regulations is mandatory for VoIP providers in most jurisdictions and is a prerequisite for legal operation. 

Failure to implement proper LI features can result in penalties, service bans, or legal prosecution.
